The National Health Superintendency denied the request for voluntary withdrawal submitted by EPS Sura, which proposed a progressive dismantling due to its unsustainable financial situation. The decision was based on the risk that the transfer and care of the 5,4 million members managed by the EPS would entail, which could further destabilize the health system. Although certain indicators were established to guarantee the continuity of Sura's operation, these have not been made public. Despite the accumulated losses of 360.000 billion pesos between 2022 and 2023, the EPS claims to have sufficient technical reserves to continue fulfilling its care commitments while analyzing the steps to follow.
Sura, along with other EPSs such as Sanitas and Compensar, has pointed out since June 2023 the serious financial crisis facing the health system, valued at more than 9 billion pesos according to Anif. The situation includes undercapitalization, mismatch in technical reserves, overflowing claims and growing debts with service providers such as clinics and hospitals. These problems, which have also led to the intervention of Nueva EPS and Sanitas, are seen by some analysts as a "domino effect" generated by the constant measures of the Supersalud and the uncertainty surrounding the health reform proposed by the Government.
In a statement, Sura expressed its commitment to transparency and quality of services, indicating that it is awaiting the official resolution of the Superintendency to analyze its content and define its response. For his part, Supersalud, Giovanny Rubiano, stressed the importance of keeping Sura and other key EPSs in operation to guarantee the health of more than 7 million users and facilitate the transition to Primary Care Centers (CAPS), pillars of the new model proposed in the reform. However, experts and critics, including former Minister Alejandro Gaviria, question the effectiveness of the interventions, pointing out that they have aggravated the instability of the system, deteriorated care and revealed serious corruption problems in some insurers.
